During the 1990s, the Government of Peru began to aggressivelyprivatize agriculture. The government stopped loaning money to farmers' cooperatives and closed the government rice-buying company. The government even rented out most of its researchstations and many senior scientists lost their jobs. As part of this trend, the government eliminated its seed certification agency. Instead, private seed certification committees were set up with USAID funding and technical advise from a US university. The committees were supposed to become self-financing (bycertifying seed grown (...) by small seed producers) and each committee was supposed to encourage the development of a group of small seed-producing firms, clustered around the seedcertification agency. The amazing thing is that many of the seed committees actually accomplished these goals. The agronomists who staffed the committees stood by their jobs,even after US funding ended, even though the committees' income was (at best) modest, and occasionally under the threat of violence from the extreme left. Some seed certificationcommittees failed and others did not. Some of the problems with Peruvian agricultural liberalization can be seen in regard to the seed programs of maize, rice, potatoes, and beans. For example, the government abandoned most research, yet could not resist creating certain distortions in the seed market (e.g.,buying large amounts of seed and distributing them for political ends). The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. This paper has two specific goals. The first is to demonstrate that the theorem in MetaphysicsΘ 9, 1051a24-27 is not equiva-lent to Euclid’s Proposition 32 of book I (which contradicts some Aristotelian commentators, such as W. D. Ross, J. L. Heiberg, and T. L. Heith). Agreeing with Henry Mendell’s analysis, I ar-gue that the two theorems are not equivalent, but I offer different reasons for such divergence: I propose a pedagogical-philosoph-ical reason for the Aristotelian theorem being shorter than the Euclidean (...) one (and the previous Aristotelian versions). Aristotle wants to emphasize the deductive procedure as a satisfactory method to discover scientific knowledge. The second objective, opposing some consensus about geometrical deductions/theo-rems in Aristotle, is to briefly propose that the theorem, exactly as we found it in Metaphysics and without any emendation to the text (therefore opposing Henry Mendell’s suggested amend-ments), allows the ancient philosopher to demonstrate that universal mathematical knowledge is in potence in geometrical figures. This tentatively proves that Aristotle emphasizes that geometrical deduction is sufficient to actualize mathematical knowledge. (shrink)

This book explores the phenomenon of creativity and creation from a psychoanalytic point of view, focusing on understanding the psycho-emotional dynamics underlying the artistic creative activities, such as theatre, literature, and painting. Throughout, Delgado considers these works of art through a Bionian, Kleinian and Freudian lens. I develop an expressivist account of verbal disagreements as practical disagreements over how to use words rather than factual disagreements over what words actually mean. This account enjoys several advantages over others in the literature: it can be implemented in a neo-Stalnakerian possible worlds framework; it accounts for cases where speakers are undecided on how exactly to interpret an expression; it avoids appeals to fraught notions like subject matter, charitable interpretation, and joint-carving; and it naturally extends to an analysis of (...) metalinguistic negotiations. This article will address the Kantian concept of respect for persons from the constructivist approach of philosopher Carla Bagnoli. Her proposal is an inspiring and elaborate update of the concept, but some aspects suggest difficulties. I will argue that these difficulties would have to do with issues that would need to be clarified and with some tensions, understood as arising from certain interpretations and redefinitions, that would also raise the need to consider a revision of what constitutes the status of (...) a person. I will point out that these tensions simultaneously concern the idea of agency. (shrink)

A common objection to the very idea of conceptual engineering is the topic continuity problem: whenever one tries to “reengineer” a concept, one only shifts attention away from one concept to another. Put differently, there is no such thing as conceptual revision: there’s only conceptual replacement. Here, I show that topic continuity is compatible with conceptual replacement. Whether the topic is preserved in an act of conceptual replacement simply depends on what is being replaced (a conceptual tool or a conceptual (...) role) and what the topic under discussion is. Thus, the topic continuity problem only arises from a failure to specify these two things. (shrink)

Much has been written on whether practical knowledge (knowledge-how) reduces to propositional knowledge (knowledge-that). Less attention has been paid to what we call deliberative knowledge (knowledge-to), i.e., knowledge ascriptions embedding other infinitival questions, like _where to meet_, _when to leave_, and _what to bring_. We offer an analysis of knowledge-to and argue on its basis that, regardless of whether knowledge-how reduces to knowledge-that, no such reduction of knowledge-to is forthcoming. Knowledge-to, unlike knowledge-that and knowledge-how, requires the agent to have formed (...) certain conditional intentions. We discuss the philosophical implications for knowledge-how, deliberative questions, and virtue. (shrink)

In light of the problem of logical omniscience, some scholars have argued that belief is question-sensitive: agents don't simply believe propositions but rather believe answers to questions. Hoek (2022) has recently developed a version of this approach on which a belief state is a "web" of questions and answers. Here, we present several challenges to Hoek's question-sensitive account of belief. First, Hoek's account is prone to very similar logical omniscience problems as those he claims to address. Second, the link between (...) belief and action he proposes is too rigid. We close by sketching a generalization of the account that can meet these challenges. (shrink)

Abstract:Therapeutic misconception (TM)—when clinical research participants fail to adequately grasp the difference between participating in a clinical trial and receiving ordinary clinical care—has long been recognized as a significant problem in consent to clinical trials. We suggest that TM does not primarily reflect inadequate disclosure or participants’ incompetence. Instead, TM arises from divergent primary cognitive frames. The researchers’ frame places the clinical trial in the context of scientific designs for assessing intervention efficacy. In contrast, most participants have a cognitive frame (...) that is personal and focused primarily on their medical problems. To illustrate this, we draw on interview material from both clinical researchers and participants in clinical trials. We suggest that reducing TM requires encouraging subjects to adjust their frame, not just add information to their existing frame. What is necessary is ascientific reframingof participation in a clinical trial. (shrink)

Aron Gurwitsch’s theory of the structure and dynamics of consciousness has much to offer contemporary theorizing about consciousness and its basis in the embodied brain. On Gurwitsch’s account, as we develop it, the field of consciousness has a variable sized focus or "theme" of attention surrounded by a structured periphery of inattentional contents. As the field evolves, its contents change their status, sometimes smoothly, sometimes abruptly. Inner thoughts, a sense of one’s body, and the physical environment are dominant field contents. (...) These ideas can be linked with (and help unify) contemporary theories about the neural correlates of consciousness, inattention, the small world structure of the brain, meta-stable dynamics, embodied cognition, and predictive coding in the brain. The overwhelming majority of references are not to the original medieval texts treated and/or quoted in the three-volume edition, but to the number of volume and page in that edition. Thus the reader must be both familiar with French and in possession of the original three-volume work, or remain hopelessly frustrated every time he wishes to consult the original texts or at least know which texts are being mentioned. Yet, if one knows French, he does not need the English translation; and if he is also fortunate enough to have access to the original three-volume version, he will not need the abridged version of the original work at all. For this reason, should there be a second edition of this translation, the references should be changed from the l~tudes to the original medieval works. Although the negative remarks are more lengthy in this review than the positive evaluation is, it would be a grave mistake to conclude from this that the defects outweigh the value of the book. As a matter of fact, upon finishing the reading of this translation of De Bruyne's work, this reviewer was left with the conviction that, in the final balance, the reader can only greatly benefit from this work, and we all owe gratitude to the translator for having made this highly informative work available in the English language. There are two main groups of essays in this volume. The first centres on Locke's theories of religion and their relation to contemporary scientific thought and the work of Descartes, Leibniz and Hume. The second group explores the relation between biology and physiology, and the science of man.

We present a novel semantic and conversational framework for a class of gradable-like constructions. These include metalinguistic comparatives, like "Ann is more a linguist than a philosopher", as well as metalinguistic equatives, degree modifications, and conditionals. To the extent previous literature discusses such metalinguistic gradability, the focus has been on comparatives. We extend our account of metalinguistic comparatives (Rudolph & Kocurek 2020) to cover a broader range of metalinguistic gradable constructions. On our semantic expressivist view, these all serve in various (...) ways to express speakers' relative commitments to different linguistic interpretations. (shrink)

The objective of this work is to establish a relationship between the cutting time in rocks, determining a speed and the point load strength index test, Is, to characterize the rock in terms of resistance and avoid sending samples to laboratories. As a first stage, on andesite samples, 5 x 5 x 10 cm test tubes were made. After the elaboration they were subjected to cutting, using an electric floor cutter and the time was evaluated. This cut was made in (...) a transversal way and two parts were obtained, one of them with dimensions 5 x 5 x 5 cm, approximately. In a third stage, the point load strength test was carried out in a press built for this purpose. Finally, the cutting speeds were correlated with the point load test values and only when rock samples do not pigeonhole on the proposed relationship, send them to the laboratory. The main aim of this article is to reflect on the impact of biases related to artificial intelligence (AI) systems developed to tackle issues arising from the COVID-19 pandemic, with special focus on those developed for triage and risk prediction. A secondary aim is to review assessment tools that have been developed to prevent biases in AI systems. In addition, we provide a conceptual clarification for some terms related to biases in this particular context. We focus mainly on nonracial biases (...) that may be less considered when addressing biases in AI systems in the existing literature. In the manuscript, we found that the existence of bias in AI systems used for COVID-19 can result in algorithmic justice and that the legal frameworks and strategies developed to prevent the apparition of bias have failed to adequately consider social determinants of health. Finally, we make some recommendations on how to include more diverse professional profiles in order to develop AI systems that increase the epistemic diversity needed to tackle AI biases during the COVID-19 pandemic and beyond.
